Glenn C. McGovern settles another Police Brutality/Excessive Force Civil Rights Case under 42 U.S.C. § 1983 and state law:

Plaintiff beaten while chained to the floor of police stationDetectives in their office at the police station interrogated the plaintiff. Prior to this interrogation, the prison and medical records showed no injury to the plaintiff before he was in detective interrogation. Plaintiff was secured by his handcuff and leg shackles, which were connected and secured to the floor by the short chain shown in the police station. When the plaintiff mentioned in interrogation he was helping law enforcement curtail drug dealers, plaintiff was punched and kicked so severe, his liver was lacerated and stomach muscle sheet torn open requiring surgeries. It turns out, on the same day one of the interrogating detectives was informed he was under investigation for drug distribution by an agency. The detectives were later fired when the department began an investigation illegal drug distribution of steroids by the detectives later announced it in the media. The detectives were cleared of using excessive force. Glenn C. McGovern who has over 34 years experience in police brutality cases filed suit. One policeman was fired and one resigned. Both refused to participate in the police department’s investigation. Plaintiff’s alleged steroid use by officers in the department made them violent---a well-known side effect of steroid use. Plaintiff counsel, Glenn C. McGovern had sworn of affidavits verifying the steroid distribution and the malicious, sadistic, use of excessive force by detectives involved. The medical records collected showed the plaintiff was fine physically before he went to the police station but severely injured after he left this office. 

Illegal steroid drug use by police officers is a growing problem across police departments in America. Officers who are not trained well, not comfortable in their roles as police officers, are apprehensive in conflict situations and turn to steroids to “bulk up” to look more intimidating. It is a new and growing problem that leads to more police brutality.

Policies, better recurrent and initial training and drug testing of all officers are the key to prevention of such incidents of police brutality.
